Procurement decisions in Canada have traditionally been based on lowest cost.  The recent shift to value-based health care demands a shift to value-based procurement.  This shift requires consideration to factors beyond price (including health outcomes, broader societal benefits, as well as benefits for clinicians) to make decisions on the products and services that bring the best value for money for health care systems.  Governments in Canada are understanding that this shift is necessary to support health care sustainability efforts and are setting expectations for change.  This presentation will explore the role of value-based procurement within today's health care system; will present a framework and a tool to support the practice of value-based procurement, and will discuss national and international experiences with outcome assessment when procuring health technologies.
