MEDEC offered a webcast on May 4, 2015 about Quebec's Integrity in Public Contracts Act.  The Act will eventually require all suppliers of the Quebec Health Network to obtain an authorization from the Financial Markets Authority (AMF) in order to enter into public contracts.  Although the vast majority of contracts for medical technology are not currently covered by this requirement, the AMF is now accepting applications for authorization from suppliers wishing to avoid unnecessary delays.  MEDEC recommends that all members now take the time to become familiar with the Act and the authorization process.  The archived webcast content, mostly in French, is accessible by registration only and will be available until April 30, 2016.

This event is of particular interest for sales executives and managers, contracts and legal affairs staff of companies active on the medical devices and technologies market in Quebec.


Louis Letellier, Avocat, M. Fisc., is Director Public Contracts and Money Services-Businesses at the Autorité des marchés financiers (AMF).  He supervises the teams responsible for the issuance of authorizations to enterprises that wish to enter into a contract with a public body and the issuance of licences to enterprises that want to operate a money-services business in Quebec.  Prior to joining the AMF in 2009, Mr. Letellier occupied the position of Senior Counsel (business and transactions) at Desjardines Financial Security, where he negotiated several important contracts.

Jacques Lemieux, Avocat, B.Sc. (Microbiologie), MBA, associé chez Norton Rose Fulbright, practices business law, with a focus on mergers and acquisitions, technology transfer, financing and the structuring of strategic alliances and partnerships.  He also has considerable experience in the area of outsourcing and with service, procurement and licensing agreements in various sectors of the economy.  In addition, Mr. Lemieux deals with business law and regulatory matters that affect the health care sector, advising professionals, clinics and private enterprises that offer health care products, equipment and services to patients, private enterprises and institutions in the public health care network.
